MANAGER OF TRANSPORTATION & BUILDINGS

  

OPERATIONS:                    Municipal Services

 

HOURS OF WORK:            40 hours per week.  Attendance at meetings and on call duties as required.

 

POSITION:                           Management (Union Exempt)

 

GENERAL STATEMENT OF DUTIES:

 

The Manager of Transportation & Buildings shall manage and is responsible for the safe and efficient management of fleet services, electrical utilities, building maintenance, airport operations & transit.

 

General duties include providing leadership, supervising staff, developing and implementing preventative maintenance programs, acquisition of vehicles and equipment, managing operations, capital budgets and special projects.

 

SUPERVISION:

 

The Manager of Transportation & Buildings shall report to the Director of Municipal Services.

 

MAJOR DUTIES AND RESPONSIBILITIES:

 

1.            Participates as a member of the Municipal Services management team and provides strategic and operational leadership to ensure effective and efficient delivery of services.

2.            Directs, supervises and trains a team of certified personnel working in mechanical, electrical, building services & airport operations.

3.            Identifies operational priorities and prepares associated work plans and procedures.

4.            Ensures the security and safety of municipal equipment, buildings and associated assets.

5.            Contributes to the annual business plan, operational and capital budgets, development of the Corporate Business Plan and Strategic Investment Plan.

6.            Implements and monitors the Occupational Health and Safety Program and Work safe BC regulations and participates on the Joint Heath and Safety Committee.

 7.          Manages the City’s fleet of vehicles and equipment including maintenance programs, condition evaluations, developing specifications for acquisition of new equipment and vehicles, administers licensing, insurance and the Commercial Vehicle Inspection Program.

8.           Prepares, manages and evaluates preventative maintenance programs for municipal equipment, vehicles, buildings, electrical utilities and airport facilities.

9.            Investigates and responds to inquires from the public and participates on the Municipal Services Emergency Standby Program.

10.       Maintains and submits records and other information as required by City policy, or the policies and regulations of other authorities.

11.        Liaises with outside agencies and organizations as required and represents the City on committees as assigned.

 

QUALIFICATIONS, SKILLS  & EXPERIENCE:

 

1.            Grade XII. Trades Qualification or combination of relevant experience and education in automotive mechanics, heavy duty mechanics, fabrication, building maintenance or other related field. Five years direct experience in municipal or public works operations. Five years of related supervisory experience.

2.            Ability to effectively manage, coordinate and evaluate the activities of subordinate Divisional staff.

3.            Ability to plan and organize multiple projects.

4.            A thorough knowledge of Work Safe BC regulations, implementation of Occupational Health and Safety programs and safety management systems.

5.            Proficient with MS Office and experience working with computer based information systems associated with facility or fleet management programs.

6.            Experience with developing and managing preventative maintenance programs.

7.            Ability to communicate effectively, both orally and in writing.

8.            A valid Class 3 B.C. Driver's Licence with air endorsement, or the ability to obtain.

9.            Ability to obtain VISA 2001 security clearance

10.        Ability to obtain an airport vehicle operation permit ( A.V.O.P.) and restricted radio operators licence within two weeks of appointment

11.        Ability to obtain Transport Canada’s Airport Regulation Course ( TP312)

GENERAL MANAGER OF CORPORATE SERVICES

 

 OPERATIONS:                  Financial Services & Corporate Services Department

 

HOURS OF WORK:            8:30 a.m. to 4:30 p.m., five days a week, Monday to Friday inclusive and attendance at meetings as required.

 

POSITION;                           Management (Union Exempt)

 

GENERAL STATEMENT OF DUTIES:

 

The General Manager of Corporate Services is the Chief Financial Officer of the City of Williams Lake, pursuant to Section 149 of the Community Charter and is responsible for organizing and directing human resources, legislative services, financial services, purchasing and information technology functions.

 

SUPERVISION:

 The General Manager of Corporate Services shall report directly to the Chief Administrative Officer.

 

MAJOR DUTIES AND RESPONSIBILITIES:

 

1.         Recommends, develops and implements policies, plans and programs for administering the accounting, finance and purchasing functions.

2.         Directs the delivery of Information Technology system maintenance and support services for the City.

3.         Oversees corporate administration functions including human resources, legislative services and records management.

4.         Attends Council and/or Committee/Portfolio meetings.

5.         Responsible for all accounting, finance and purchasing activities and maintenance of assets, liabilities, revenues and expenditure records of the City. Ensures that the accounting practices of the City comply with sound accounting principles.

6.         Directs, coaches, trains and disciplines personnel within the department.

 

7.         Responsible for risk management and all insurance matters for the City.

9.         Prepares annual and five year financial plans in consultation with the Chief Administrative Officer, Senior Management Team, and Council.

10.       Oversees the preparation of all yearend financial reports, financial statements and other municipal reporting. Supports the annual external financial audit process.

11.       Assumes the position of Collector for the City.

13.       Prepares all financial Bylaws.

14.       Carries out the statutory duties of Financial Administration, pursuant to Section 149 of the Community Charter.

15.       Prepares complex financial reports and analysis as required.

16.       Monitors financial position of the City and makes recommendations to the Chief Administrative Officer and Council with respect to strategic management of Assets and Liabilities.

17.       Performs such other duties as may be required from time to time by the Chief Administrative Officer.

18.       May be required to assume the duties of Chief Administrative Officer in his/her absence.

 

QUALIFICATIONS, SKILLS  &  EXPERIENCE:

 

1.         Recognized professional accounting designation as Chartered Accountant, Certified General Accountant or Certified Management Accountant and member in good standing.

2.         Certificate in Local Government Statutory Administration, as recognized by the LGMA Board of Examiners or equivalent.

3.         Minimum of 10 years experience in a senior finance or administration capacity in Local Government or Private Sector.

4.         General understanding and knowledge of the Community Charter, Local Government Act and other related statutes.

5.         Excellent interpersonal, verbal and written communication skills.

6.         Excellent analytical, problem solving and technical skills.

7.         Proven ability to lead, manage and develop people and to build collaborative relationships easily.

DEPARTMENT:                            Development Services

CURRENT RATE OF PAY:          $26.03 per hour

HOURS OF WORK:                      40 hours per week, Monday to Friday

 

DUTIES:

Reporting to the General Manager of Planning and Operations, responsible for patrol of City streets and parking lots, issuing traffic violations, seizure and impoundment of animals pursuant to respective Bylaws, deliveries, bank deposits, inspections and respond to complaints..

 

SKILLS, ABILITIES AND QUALIFICATIONS:

  • Minimum Grade 12, with successful completion of Investigative Skills Course, Level 1, through Justice Institute, or obtain within 6 months of appointment
  • Minimum 2 years enforcement experience
  • Ability to investigate, compile evidence and prepare files for prosecution of a Bylaw offence.
  • Valid Class 5 BC Driver’s License with proven safe driving record.
  • Knowledgeable in handling and properly caring for various sizes and types of animals.
  • Ability to understand and interpret applicable City bylaws.
  • Ability to prepare and maintain accurate log books and records.
  • Knowledgeable in service summonses for Municipal offenses.
  • Ability to self motivate and to function with minimal supervision.
  • Ability to deal courteously, tactfully and diplomatically with members of the public and co-workers.
  • Ability to work under pressure and on own initiative.
  • Shall be physically fit and able to work outside in all types of weather, to walk long distances and to climb stairs.
